Faktor utama pembeda IT Governance
Agar IT Governance tidak menjadi STOPPER, hanya ada satu pilihan: keberadaan IT Governance harus bisa memberikan dampak besar atas bisnis. Soalnya IT Governance ini barang gaib, ga jelas bentuknya. Sehingga orang sering menyederhanakan IT Governance sebagai tumpukan kebijakan, standar dan prosedur.
Cuma, gimana caranya?
Hari ini diskusi dengan salah satu staff Sigma Telkom, yang sudah meluangkan waktu berkunjung ke kantor. Pertanyaan pembuka diskusi adalah apa bedanya IT Governance di perusahaan seperti Sigma Telkom dengan perusahaan-perusahaan yang berposisi sebagai “user”? Kalau di “user”, IT diposisikan sebagai pendukung atau enabler bisnisnya. Artinya, bisnis utamanya sebenarnya bukanlah bisnis IT. Tapi perusahaan seperti Telkom Sigma bisnis utamanya memang layanan TI: business application development atau manage service. Karena diposisikan berbeda, logisnya ada perbedaan juga di aspek IT Governancenya.
Hanya saja, darimana memulainya?
Mungkin bisa dipertimbangkan sebagai salah satu metoda: memulai dari “IT operating model” perusahaan itu dalam memberdayakan TI untuk bisnisnya. Sebagai ilustrasi, ada sementara peneliti dan praktisi yang menggunakan pendekatan “supply and demand” dalam menyusun operating model ini. Dalam diskusi tadi sempat dibuat simulasi singkat, apa perbedaan “operating model” Telkom Sigma dengan misalnya industri perbankan atau bahkan operator Telco sekalipun.
Pertanyaan kemudian sampai meluncur sampai dengan “Bagaimana IT Governance bisa membantu sebuah perusahaan IT Provider menjadi perusahaan kelas dunia?” Ini sebenarnya pembahasan terlalu tinggi, ah tapi gpp-lah. Rasanya dimulai dari pendefinisian “IT Operating Model” tadi. Baru setelah itu diidentifikasi, IT Governance seperti apa yang paling tepat untuk merealisasikan “IT Operating Model” itu.

The Main Factor of Differentiating IT Governance
In order for IT Governance not to be STOPPER, there is only one choice: the existence of IT Governance should be able to have a big impact on the business. Because IT Governance is a magical item, not clear shape. So people often simplify IT Governance as a pile of policies, standards and procedures.
Just, how to do?
Today was a discussion with one of Sigma Telkom’s staff, who had taken the time to visit the office. Discussion question is what is the difference between IT Governance in companies like Sigma Telkom and companies that are positioned as “users”? If the “user”, IT is positioned as a supporter or business enabler. That is, the main business is not actually an IT business. But companies like Telkom Sigma’s main business is IT services: business application development or manage service. Because positioned differently, logically there is a difference also in the aspect of IT Governance.
Only, where did it start?
May be considered as one method: starting from the company’s “IT operating model” in empowering IT for its business. As an illustration, there are temporary researchers and practitioners who use the “supply and demand” approach in setting up this operating model. In the discussion, brief simulations were made, what is the difference between “operating model” of Telkom Sigma with eg banking industry or even Telco operator.
The question then slips up to “How can IT Governance help an IT Provider become a world-class company?” This is actually a very high discussion, ah but gpp. It started from the definition of “IT Operating Model” earlier. Only after it is identified, what kind of IT Governance is most appropriate to realize the “IT Operating Model”.

In this paper, the term IT Governance is still used to represent Corporate Governance of IT, taking into account the practicality and ease of mere understanding.
